Negotiating South Africa’s Clearance Process

South Africa has a particularly complex import procedure. The South African Revenue Service (SARS) has about 90 000 product codes that apply strictly to all imports. The Single Administrative Document (SAD)

Customs SA uses one document – the Single Administrative Document (SAD) to facilitate customs clearance for importers and exporters. SAD is a multi-purpose declaration that covers all cross border and port movements. To get one, you need the following documents:

• One negotiable and two non-negotiable copies of the Bill of Lading.
• A DA59 form, in cases where the duty rate is lower than the standard rate.
• Four copies and one original of the commercial invoice.
• One copy of the insurance certificate

This is for general imports. There are certain special cases that require further paperwork and procedures. Some restricted items require import licences, for example. A licence is only valid in respect of the specific goods class and specified country.

Aside from the required documents, the application procedures can be protracted and challenging. It is best to have an agent on your side who is familiar with the process and its requirements, and who has the time to pursue the various applications while you continue with your actual business.
